The overall scenario in China may not be that bad. The article that you shared says that:

This is the old ex E-Shelter dacatenter behind the Spandau tax office in Berlin. I complained about the waste of energy in my very first talk about energy consumption of #datacenter

Finally they made it real. The problem was the heat network to the buildings. Normally they require 85-125 C and they obviously designed a new system working with 65 C

waiting for Zpool cache file import..
