You could use writefreely (https://writefreely.org/), which is natively fediverse-compatible.

Or you could use hugo (or any static site generator you like), and mimick @solene's setup for comments (https://dataswamp.org/~solene/2020-05-16-fediverse-comments.html) : have a fediverse bot post a link when you publish something on you blog, so that people can comment in a thread below.
